The article clarifies the pedagogical and economic content of human capital in the education system and identifies
factors shaping its formation. Using conceptual analysis, a comparative review of research traditions, and an interpretive
synthesis of policy and institutional practices, the study systematizes formation factors across individual, institutional,
and socio-economic levels. The contribution is an integrated framework linking learning outcomes, competencies, and
productivity effects.
